For FEMA, IEM developed the only public grants management software that supports the concept of "business intelligence" for more effective management of government programs. It is an integral part of budgeting and program management for 79 organizations in 10 states, managing workflow among Federal, state, and local levels.
IEM developed an analytical support tool to help DoD’s Defense Threat Reduction Agency (DTRA) quantify the effectiveness of various chemical/biological defense systems. The tool demonstrated the impact that biological detectors and increased medical care capacity might have on consequences surrounding a catastrophic anthrax strike. IEM’s study helped guide purchasing decisions at all levels of defense planning.
IEM developed a decision support system for the Alabama Emergency Management Agency that incorporates the latest modeling technology and synthesizes multiple sources of data into a format that decision-makers can use quickly. The system gathers and processes data to automatically produce real, scientifically defensible recommendations for real-time courses of action.
QEM® has been used by FEMA and the Army for over 10 years to measure the effectiveness of response systems in detecting and responding to accidental chemical releases. For example, working with the states of Oregon and Washington and the Umatilla Army Depot, IEM used QEM technology to deliver a validated, scientific, and thorough strategy for assessing readiness to protect citizens in case of an accidental release of chemical agents. IEM migrated the state of Louisiana's existing Web site into a full-fledged enterprise application portal. Louisiana.gov became the main entry point to all information and services for the State of Louisiana. The portal utilizes custom applications to integrate information from numerous State and agency Web sites and databases, including e-commerce applications for the Louisiana E-Mall.
IEM developed and implemented a secure and comprehensive Web portal for FEMA that improves communication and information sharing among personnel in 10 states and more than 40 counties. IEM delivered the secure portal within three months of design concept approval.
Since 1993, IEM has provided technical program integration and management services to the 10 states and 40+ counties making up the Chemical Stockpile Emergency Preparedness Program (CSEPP), a $2.7 billion program jointly managed by FEMA and the U.S. Army. IEM’s technical and administrative support has contributed to CSEPP’s recognition as one of the most highly effective risk-based programs in existence. IEM has conducted risk assessments and systems analyses, developed response plans, and performed quantitative assessment of risk reduction associated with protective actions, including evacuation v. sheltering in place. Additionally, we have analyzed the existing management structures and developed organizational strategies for improving performance during an emergency. Underlying all of IEM’s work is the use of quantitative performance measures to improve the cost-effectiveness of preparing and protecting the public, the quality of work done by state and local governments, and overall FEMA program management.
