Lloyd Blanchard, Ph.D. - Director of Public Performance Management

As a government reformer, Dr. Lloyd Blanchard has the academic training and practical knowledge of how public programs and agencies can improve performance outcomes, even when budgets are tight.

Dr. Blanchard is a former Office of Management and Budget (OMB) Associate Director who oversaw close to $200 billion of federal program budgets, including budgets for the Treasury Department, Department of Housing and Urban Development, Federal Emergency Management Agency, Department of Transportation, Department of Justice, and the General Services Administration. He also helped implement the Budget and Performance Integration initiative of the President’s Management Agenda (PMA).

Dr. Blanchard also served as Chief Operating Officer of the Small Business Administration (SBA) and Senior Advisor for Financial Management at NASA. In both agencies, he led the implementation of performance budgeting initiatives that garnered government-wide recognition for success. In 2006, the IBM Center for the Business of Government published his manuscript, “Performance Budgeting: How NASA and SBA Link Costs and Performance,” comparing these initiatives.

Dr. Blanchard’s academic administration background includes being Senior Vice President and Chief Operating Officer at Medgar Evers College of The City University of New York (CUNY), and Vice Provost for Fiscal Management at Louisiana State University (LSU). He has served as a member of the faculty at Syracuse University’s Maxwell School of Citizenship and Public Affairs and at the University of Washington’s Daniel J. Evan’s School of Public Affairs.

Dr. Blanchard has published scholarly articles on performance budgeting, education finance, and small business finance. He is a regular speaker for the National League of Cities’ Leadership Training Institute, where he translates research findings on economic development and performance management into prescriptive strategies for local officials.

Dr. Blanchard holds a Ph.D. in Public Administration, a Masters in Public Administration, and Bachelor degrees in economics and political science.
