Rand Napoli
Rand Napoli has more than 38 years of experience in the administration and operation of professional fire, law enforcement and EMS services, with special expertise in planning for and responding to disasters, including catastrophic events.
As Director of the Florida State Fire Marshal’s Office (SFM), Mr. Napoli administered the statewide operations of the agency and served as State Emergency Coordinating Officer for Fire and Search and Rescue for numerous disasters, including hurricanes, wildfires, tornados, and flooding events. Following Hurricane Katrina, he was Commander of Task Force Florida, leading Florida’s response in support of the State of Mississippi.
Mr. Napoli oversaw bureaus responsible for promulgation of the state fire and life safety code, a law enforcement agency responsible for fire and arson investigations, operation and administration of the Florida State Fire College, management of Florida’s mandatory fire protection licensing and certification programs, and the state forensic fire and arson laboratory. He served as a member of Florida’s Domestic Security Oversight Council and is the co-author of the Fire/Rescue Disaster Response Plan for the State of Florida. Previous to his tenure at the SFM he served as Fire Chief of a large metropolitan fire department.
After moving to the private sector, Mr. Napoli coordinated catastrophic event planning in Florida, including the management of the 2009 Florida Governor’s Annual Executive Table Top Exercise, involving over 120 local, state and federal participants. He successfully coordinated catastrophic event planning workshops and activities among all levels of government, including local, tribal, and state with those of NGO response organizations representing search and rescue, hazardous materials response, fire service, disaster housing, law enforcement and public information professionals.
