Research Triangle Park, NC, June 28, 2011 ─ Dr. Lloyd Blanchard, Director of Public Performance Management at global consulting firm IEM, is giving the commencement address at the prestigious Maxwell School of Syracuse University. The commencement ceremony, honoring those receiving their Master’s degrees in Public Administration, will be held on July 1, 2011.
Dr. Blanchard received his Ph.D. in Public Administration from the Maxwell School and served as a member of the faculty from 2004–2006. The first in the nation to offer graduate degrees in public administration, the Maxwell School has held a number-one ranking by U.S. News & World Report since rankings in public affairs were offered.
Said Blanchard, “It is a great honor to be asked to deliver a commencement address at one’s alma mater, and extremely humbling when one begins to think of the task at hand. Fortunately, I know a little about the varied and sometimes treacherous paths that lay ahead for policy school graduates. My address will focus on maintaining integrity in a tough political environment.”
During his academic career, Dr. Blanchard taught at Syracuse University, the University of Washington, and Louisiana State University. At Syracuse, he was an Assistant Professor in the Department of Public Administration as well as a Senior Research Associate in the university’s Center for Policy Research at The Maxwell School. He is a former Office of Management and Budget (OMB) Associate Director who oversaw close to $200 billion of federal program budgets, and helped implement the Performance Assessment Rating Tool (PART) and other government-wide performance management efforts. Dr. Blanchard also served as the Chief Operating Officer for the Small Business Administration (SBA) and Senior Advisor for Financial Management at NASA, where he led the space agency’s effort to become the first federal agency to achieve success in performance budgeting reform.
